Sequoyah County Unsolved Cases​

District 27 District Attorney Jack Thorp and the law enforcement agencies of Sequoyah County are committed to solving major crimes, no matter how long ago they occurred. To assist in their quest to find answers for victims’ families, District 27 is deploying all of the weapons in its arsenal, including a seasoned OSBI special agent who contributes her vast expertise to help coordinate resources and uncover new evidence and testimony. Thorp and his team also capitalize on the Oklahoma Attorney General’s Multicounty Grand Jury, which has the power to compel testimony that local law enforcement doesn’t have.

Frank Lon Wilson

Sequoyah County, 1995

During the early morning hours of September 22, 1995, Frank (Frankie) Lon Wilson, DOB 1958, let a rural Sequoyah County residence. About 7:00 am, a passer-by found Wilson dead inside his Ford Mustang on a rural County Road. Wilson had been shot four times in the head with either a .38 or .357 caliber pistol. It appeared that Wilson was in the driver’s seat when he was shot and was moved to the passenger seat. Wilson was known to have tied to drug activity in the area. Joann Risley

Gore, 2000

On March 23, 2000, Norman Risley arrived at his rural home outside off Gore, OK and discovered his wife, JoAnn Risley (DOB 1940), dead inside the home.  JoAnn died as a result of a gunshot wound.  OSBI is the investigating agency, Case #CR00-110.  If you have information that might help in the investigation into what happened to Risley, call the OSBI at (800) 622-8017 or the DA’s Anonymous Tipline at (918) 772-7568.

Gary Wayne Williams

Sequoyah County, 1980

On December 13, 1980, Gary Wayne Williams who had been working in western Oklahoma, arrived at his rural Sequoyah County home near Vian sometime after 8:30 pm. Around 9:30 pm Williams’ wife and children returned home and discovered Williams’ body in the yard near his truck. Williams had been shot several times in the chest. The weapon used was later determined to be a British .303 caliber rifle. 

During the investigation in the 1980s, it was determined that Williams’ wife, Mavis, had solicited several people to murder Gary; however, Mavis was murdered in the home four months later before the investigation could determine who murdered Gary.

Michael Giles

Sequoyah County, 2013

On September 2, 2013, the partially burned body of Michael Giles was discovered outside his rural Roland residence after he had been reported missing. Giles’ cause and manner of death remains undetermined. This investigation is ongoing by the Sequoyah County Sheriff’s Department. Matthew Fagan

Cato Creek 2015

On June 25 2015, Michael Fagan reportedly disappeared in the Buzzard’s Roost area near Cato Creek in rural Sequoyah County. Fagan was reportedly hiking with friends when his friends reported him missing.

Information was developed that Fagan was killed during that outing and that his body had possibly been placed into Lake Tenkiller. Despite several searches in and around Lake Tenkiller, Fagan’s body has never been recovered.

According to the website “Find the Missing,”operated by the National Missing and Unidentified Persons System (NamUS), Fagan, a caucasian brown hair and blue eyes, was
5′ 8″ and 160 lbs. when he disappeared.

Sandra Carter Davis

Sequoyah County 1978

In November, 1978, Sandra Davis’ body was discovered in a shallow grave in Sequoyah County.  She had been missing since some time after June 2, 1978.

The medical examiner determined Davis suffered several fractured ribs and a fractured neck.

Judge Dee Will

Sequoyah County 2014

On March 16, 2014, Judge Will, age 39, disappeared from his home in the Eastlake Hills area of Sequoyah County.  Will reportedly had friends at his home when he walked out. 

According to the website “Find the Missing,”operated by the National Missing and Unidentified Persons System (NamUS), Will has a scar on his right ankle. He has brown hair and blue eyes.

Earl Sheppard

Kerr Lake 1990

On March 6, 1990 Early D. Sheppard, Jr was last seen at a boat landing on Kerr Lake with his friend. His boat and his friend’s body were found the following day.

Glen Ray Cook

Muldrow

Glen Ray Cook was reported missing to the Ft Smith Police Department since he resided in that city; however, Cook was believed to have been around the Muldrow, OK area at the time he went missing. Cook’s car, a red Honda was recovered in the river bottoms area near Muldrow shortly after he went missing. Baby Boy

Sequoyah County 1991

On June 8, 1991,  a 12 year old boy playing near the Arkansas River came across the grisly remains of an infant.

Stuffed in a bag the four-year-old baby boy was found floating on the river about five miles south of Muldrow.

According to the website “Find the Missing,”operated by the National Missing and Unidentified Persons System (NamUS),  investigators found clear plastic bags, a yellow plastic sheet, a brown plastic trash bag, a blue plastic hospital underpad and a white plastic bag near the baby’s remains.
